Default Gas MPG is WAY OFF! Help!

Last time I reset my odometer, my 96 GT vert went 35 miles on a quarter tank (rarely flooring it).

At the time, that meant I paid $10 to go 35 miles, which comes out to about 11 mpg.
It has been getting no more that 15 miles per gallon when I drive it like a complete granny (I drive about 60% city and 40% country roads)

I know that the EPA rating for the city mpg is 15mpg and 18mpg city/hwy combined, 22 hwy mpg (dream on, at least with my gt in it's current condition)
I'm barely getting the city rating at best, let alone getting anywhere near the combined or hwy rating for that matter

Is this normal for a 96-98 4.6 liter v8 GT?

If not, what should I do to improve my mpg most effectively?

15 even sounds a little low. I get 20+ with city/highway and about 17-18 with all city. That includes getting on it a bit too.

+1 on changing out your fuel filter, plugs, air filter, and plug wires.

I see 28 mpg on the highway when I'm babying it. Around town id about 16 - 17 mpg.

+1 on the mods questions, do you have a hand held tuner? Need more info. Fuel filter, plugs, and air filter always a good start in the right direction though.
