400rwhp = slapping on a s/c with supporting mods and tune - can be done with about 2500-3500 depending on your patience.
300rwhp = heads ($1200 + install), cams ($600 + install), full bolt ons ($6-700), Full exhaust ($1000)
Unless you wanted to go with spray and then you can get a little over 300 for about $1200.
