ok, i took it off of the throttle body, inspected it and it looks fairly clean. i also sprayed the electrical connectors with electrical cleaner. if it was the iac, would it get a little better once it warmed up?

Yes, if it is the IAC it gets better once the car warms up. Eventually, it may not even get better once the car warms up.
Did you clean only the throttle body or the IAC?
You need to remove the IAC from the front of the upper plenum and spray the crap out of the inside of it with throttle body cleaner. This may or may not fix the problem..you may have to dish out the 50 bucks and get a new one.

My 02 did that a couple weeks ago the vac line from the IAC to the CIA had come off. Caused s really rough idle and threw a code. My wifes Jeep is really rough on IAC the thing will not idle, bog down or die. Got one from Auto Zone and Napa niether one lasted more than 8 months. Went and got one from the dealer for 2x the price will see how that works.

You also might have a craked intake manifold, which would be my first thought.

I had this problem on my 96 gt. I had the original intake and the air filter had a little cap on it, the cap popped off and was clogging the air intake. It was an easy fix, but I was told it was the IAC which it probably is in your case.

If one of the intake runners is cracked I'm not sure if it would work, but in theory it should. Spray WD40 around it and see if the idle changes speed.
