will I need new shocks if I lower 1.4"

Some will say yes and some will say no. That is a questionable drop.

You should just replace them to save yourself the trouble of doing it later. Also the car will ride better with aftermarket shocks/struts once it is lowered.

can't vouch for the brand but i have heard of them

Your car is 7 years old and assuming you still have stock struts/shocks not a bad idea to change em' out when lowering

Is a 1.4 drop considered a lot. I am just trying to close the gap with out going aggressive.

The 1.4 drop isn't to much is it. Will speed bumps be an issue? Just trying to close the gap a little.
