Default Oil in wells

On the valve cover, what are those little wells that are outside of where the COPs are? They have a little silver stud coming out of them? I guess maybe they are just where the valve cover is bolted down? I'm not sure. anyways, I had some oil in that well closes to the firewall on the passenger side, somewhat near where the PCV is. How could oil get there?
