The cobra by a long shot. As stated the cobra is under rated, more like over 400 hp. The Bullitt is basically a S197 GT with an intake, mufflers, and 3.73 gear. In a quarter the Cobra should get it by a good half of a second with equal drivers.
Plus when modding comes into the picture, the cobra just pulls away more and more. And considering a terminator would be cheaper than a new bullitt, its a no brainer!!!

I would imagine it was intentional after the screw up with the 99 Cobra. Ford advertised 320 and it was more like 305. The recall on the 99 Cobras was the reason there weren't any 2000 Cobras (except the Cobra R).
