Default 01 GT Hanging Idle

My buddys got an 01 GT with 70k on the clock, and the idle hangs up pretty high. Its not the dashpot func, because it does it when he just revs it sitting still, or even when he just starts the car. It hits like 2 and sticks there, then gradually works its way down really slowly. I figure its the IAC, but idk if these mod cars are different. Thanks

And I dont think it matters, but his engine mods are BBK CAI, PP 70mmTB w/spacer, MSD coilpacks

Before anything check for vacuum leaks. I had installed a Trickflow TB/Plenum and it did the same thing. I replace the IAC twice but it still did the same thing. When I was wiping off the plenum the rag I was using stuck to it. The motor was running. I realized that, dumbass that I am, I forgot to put the brass plug into an auxiliary hole. After that it ran perfectly and no hanging.
