The best bet would be to get a supercharger. But if you want to stay NA (and i figure you have headers because you said you have a full exhaust) i would do
Heads, cams, gears, throtle body and plenum, lower control arms, panhard bar, and bilstien shocks and struts. That should take up a huge chunk of your change, and youll be flying, especially with a good tune.

you can get a new vortech and intercooler and install it yourself for that.... or you can buy a 4v motor and do alot of work to it and still have a badass n/a car till you put some boost / juice through it

and btw, even with heads, cams, exhaust , intake, pullies, and a tune, you'd be putting down RWHP in the lower 300's, you wouldnt need forged internals at all, unless you plan on adding a blower later or a 150 shot of nitrous.

i want to do a 4v swap. i occasionally run a 125 shot on my car right now. I might just look for a 4v. might get lucky with a 03/04 cobra motor

Yes, this has been covered and beaten to death for years now. Best bang for the buck = forced induction. There is no debate on this.... and IMO, if you want a "fast" 2V car, bolt ons are a waste of money, unless they are supporting mods for the supercharger. For example, if you plan on staying N/A, that 75mm tb/ plenum and CAI are a very poor return on investment, or to put it blunt, a waste of money.
