Hey, my Friend has a 99 5spd GT and the RPMS Hang after you rev the motor. Does anyone know what the problem is? Thanks!

Not saying it is this, but also check your throttle body. I have seen instances where it will stick for a couple seconds after mashing the pedal. Just another idea i thought i would throw out there. Also check your throttle body cable and make sure it is not the reason that it is hanging up.
My father in-law has a 1985 vette(i know) and he was having issues with the same thing(After getting on it it would stay reved for a couple sec). He finally came to me and we found that the TB cable was not retracting smoothly into the protective plastice tubeing.we replaced it and all is fine now.
