if your familiar with electronics then this may help out, if u have no clue what im talking about then don't do this, if u do this wrong u can potentially damage some expensive electronics such as the ECU
find the relay for the fan/fans, should be in the fuse block
pull it out and remember which way it goes, here comes the techincal part
place a jumper wire between terminals 87 and 30, when the key is turned on power SHOULD go to the fan automatically turning it on, this will allow you to see if the relay is bad, also i don't know if theres a fuse or not but check ur fuses while ur at it
again if u have no idea what im saying, don't try it

had a similar issue on my sisters 89 corsica, lol way different car but same idea.
Switching relays/new relay had no change, new fan had no change...
wired in a new circuit grabbing power from a relay so the fan only turns on when the keys in the ignition and its on
there had to be a short or something wrong with the ecu. A toggle switch can be placed in the circuit so its only on when the keys on and the switch is on.
I dont want to get into the details about wiring it up as my mechanic did 75% of the wiring and even put in some other kinda relay/switch in the circuit along w/ 2 fuses.
