Standing waves that are created in the IAC feed line at certain intake pulse frequencies, and that interfere--there would be no noise if they did not--with the smooth flow of air through the IAC, just like a whistle.

Ya, Im crazy, I checked it out again friday when i got home, turns out i just didn't blow hard enough through one of the directions. Its empty. But I'm leaving it on, no need to remove it.

Finally the reason 4 the little black box. I removed mine a while ago it seemed to stick out like a sore thumb every time I popped the top.
