yes it means your clutch is not disengaging. somewhere along the line, from your pedal to your clutch fork, something is not working. out of adjustment clutch cable, broken or stuck cable, broken clutch pedal mount (this happened to me on my jeep and i replaced my whole clutch assembly before i figured it out lol). im leaning towards your cable falling out of adjustment

so how can i exactly adjust it? i tried the steps located here

And it says do not let it click more than one click. so what could i now do to solve this problem?
