mines the same way i have tried EVERYTHING, even Nufinish.

Power buffer claybar just about every miracle wax i've seen at carslile carshows. even one that brougt back a 60s mustang hood couldn't fix my paint.

have you tried polishing compound or if its really bad rubbing compound? That will cut into imperfections in the clear coat of make them less noticeable or disappear. Although from the picture a porter cable or equivalent with a good polish should brighten it up some.

using a compound by hand isn't going to do much. you'll need pads that have cutting ability and has to be done at a high speed.
