Default Rising and Falling RPM's

Need a little more help with something else. For starters, the car is a 1998 GT. If I am driving on the highway and let off of the gas, my RPM's will bouce. They will fall below 1000rpm and then go back up to around 2000rpm and keeps doing it. It will fall, rise, fall, rise, fall, rise, fall and rise until I put my foot back on the gas pedal. And when the rpm's fall, it feels like the car bogs down and then recovers when the rpm's go back up. It ONLY does it when I am driving highway speeds though(anything 50mph and above). Somebody has to have had this happen to them in the past, so any help would be much appreciated.

my mustang is doing that, but mine is while its sitting still like at a red light or in neutral. i have had a couple people tell me it could be the pcv or ica value or a vacuum line is loose

This only happens to me when I have the A/C on
