Do you have any mods as yet? If you want to stay N/A and only spend 2k you are only going to be able to get into the mid-high 13's if you are lucky. The first mod you need to do is get gears, 4.10's would be the best. Just the gears and the install will run you about $400-600 depending on what the shop charges to install them. Then next mod that you need to do is full exhaust, long tube headers + o/r mid pipe + cat back, all that will run you $900+ depending on what you get. Well that takes care of your $2000 and you might be running a very high 13 to low 14 in the 1/4 mile.
If you want to get into the mid 12's you are going to have to spend a lot more money to stay N/A, or you can get a good No2 kit and a tune (with all the mods listed above) and then be running a low-mid 13 sec.
