my car sputters around 2200 rpm for the first minute of driving i just put a 03 cobra duel pump in i checked my fuel pressure and only have 25 pound and after a couple minutes it leaks down to 0

If you've verified voltage to the pumps- then it could be a fuel pickup issue. If the pumps can't pickup enough fuel they will starve quickly.

Odd that they would both have problems though. Check all the lines and electrical connections.
