Default Vibration in Brakes, Steering

The car is a 2000 GT 5-speed.

I started out noticing a low whirring noise that corresponded with the RPMs. I could feel a slight vibration in the clutch. The car didn't have to be in gear, though it was more noticeable when the car was engine braking. Originally, I believed the problem could have been either a bad release bearing or something worse in the transmission. However, the issue has spread, and now whenever I turn the wheel at all or depress the brake pedal, there is a loud vibration. This to me seems to eliminate a transmission problem, but I can't think of what else it could be.

I had both the serpentine belt and the pulley replaced in August. I had a really bad battery in the car and I thought that might be causing some of the problem, but I replaced it this weekend and it did nothing.

Also, not sure if this is related yet or not, but the windshield wipers will not turn on. I had this checked out and was told they were receiving power but not a signal. The multi-function control switch was replaced to no avail, so I'm not so sure what's causing this as well.

Has anyone else had this problem? Any help would be greatly appreciated.
