They replace the stock rubber bushings in the rack. AND they are indexed so they will not slip and rotate in the rack. It adjusts the steering geometry for lowered cars. I took the following from Steeda:

"Offset bushings raise the steering rack to maintain proper steering geometry on lowered Mustangs and reduce "bump steer". Modified suspensions requiring large adjustments with a bumpsteer kit will still benefit from using the offset rack bushings because they will reduce the number of spacers required on the bumpsteer kit. A shorter stack of spacers reduces deflection of the bumpsteer stud, increasing steering precision."
