Please advise on following performance upgrades (not my car)

Gears need to be done right or you can fudge some stuff up. If you take your time (may take 3 times longer) everything should work out fine if you have some knowledge. It should be able to be done for around 600-700 when all is said and done if a shop is installing it.

Thank you all for the responses. It look like the general consensus is that gears will help the most.
In the meantime, we found a Borla Catback on craigslist that we picked up for $250 and the DSP should arrive shortly in the mail.
The next part we will be looking at is a mid-pipe, and the gears will be the last addition.
The main reason gears he is shying away from gears is because of cost. (although we all know the saying "how fast can you afford to go?") It seems like the gears + labor + recal =~ $1000. Is this true or can gears be put in ourselves with moderate mechanical knowledge?
