Tell me my balancer is not on all the way!

Issues with harmonic balancer! Pics uploaded
I heard a noise coming from my engine bay.. sounds like a slapping maybe? I dunno how to really explain it. It would really only happen like 3000 rpms. But I have spent all morning trying to figure this out and I think this is what it is! My belt was not on my crank shaft pulley all the way so I put it on correctly. Turned the car back on and when I got to the front of the car it was back off (kinda.. one rib of the belt slips off). So I was looking at it and I think the pulley looks like it was not put on all the way! Here is the picture..
My next question is.. WHAT THE HELL COULD THIS HAVE BEEN DOING TO MY BRAND FREAKING NEW ENGINE!?!

Rebuilt is what i meant ha.. sorry about that. Its been like two years since I started the rebuild. It feels likes its new again ha

I guess the best way is to to tell you is to look at the front of your balancer. Look at the thick weight of the balancer. It should look like there is about an 1/8" thick steel ring on the inside, then about an 1/8" thick ring of rubber injected between about 3/4" thick steel balancer weight on the outside. If they are not all flush with each other, meaning, if the 3/4" steel weight/pulley is sticking out farther (closer to the radiator), than the rubber and/or inside steel rings. That means the rubber separated from the steel or ripped, and the outside pulley is working its way off the sprocket. Which means you need a new harmonic balancer. Not real expensive. Under $100 if you look around or get used one for maybe $25. Hope that explains it better!
