To paint it I would tape the line off and sand with 300-400 grit sand paper, Re tape your line, then paint it with dupli color universal black and then clear coat it with acrylic lacquer (The stuff in the blue can).

I scuffed the area with a green scratch pad after taping it off. Cleaned the area with grease and wax remover then sprayed it with rustoleum flat black.
These are the only recent pics I have of it. Not the best quality pics and the car is pretty dirty sorry
