Question Rubber chunk of what?

Behind my rear wheel passenger side on my 02 GT there is a large fist sized rubber chuck hanging of the rear inside fender well.

Anyone know what that is?

It is to protect the fuel filler neck from road debris, tire tread delamination, etc...

Thanks. Could not figure what that is on first glance. The frustration comes from just having my filler tube and gas tank replaced because of that exact issue. Rust and derbi sand blasting. The shop even wire brushed my entire undercarriage from the front seats back and painted it with rust preventative paint including the rear end. Even had the rear bumper off and two weeks later I noticed that hanging off the car. I ripped it out of the car this morning for fear it would rattle loose while driving and chew up all sorts of recently replaced new hardware. 180K and running strong except for all the north east salt and sand chewing up my car.

Know what that "thing" is called?

Looks like I should not go too long without getting it replaced. Two bolts but it looks like it hangs off the sway bar? Got to get under there this weekend.

I do not know the official name, it's not shown in the shop manual that I can find.

The filler neck rusting out is common, the split tube covering traps all sorts of crap and moisture. I took the cover off on my '03 but with its having been a Florida car its whole life there was just a bit of surface rust, nonetheless I give it a shot of Loctite Extend (good stuff) every now and then.
