Obviously getting the hood open is step 1...
I'm sticking with exhaust leak too; to my ear there's too much of a "choo-choo-choo-choo-choo-" element to the sound, not a sharp "tick-tick-tick".
However as WhiteFox said it is very difficult to diagnose noises without hearing them in person. I have some real work to now, however if I get ambitious later I will see if I can isolate a single pulse of the noise and see what it looks like.
DutchMan, can you send me the video via eMail? The sound track will likely be better quality than what I could capture from YouTube. cliffyk@paladinmicro.com

Not sure about this on your '98, however with a new-edge you can do this:
Look in through the grill and right over the pony's head a tail you should see a couple of 6mm bolts (8mm hex head) visible through a couple of holes in the radiator mounting panel.
Using an 8mm socket on a long 1/4" drive extension remove those bolts (the one over the pony's head is a bit awkward to get at). This will disconnect the hood latch from the chassis and allow the hood to open far enough that you should be able to operate the latch manually--or cut the cable and open it all the way.
We had to do this on my brother's '99 when he got it.
