They fixed it by removing a parameter that controls idle.
Essentially they same thing as restricing the IAC.
I restricted mine after doing a Accufab TB and C&L plenum and it worked perfect.

Trust me, i had the same problem when i got a accufab throtle body. I took it to a local shop and they tuned it to a diablo chip, and now my car revs like it did when i bought the car.

i did the pipecap in the IAC thing and the car started to develop what felt like a miss around 3K. It was weird. I took out the "restrictor" and it was fine again. I even tried experimanting with different sized holes. It would be fine for 100 miles or so, then that "miss" would start to appear again.
I dunno. it was weird so now i just live with the idle hang.

well I fixed the problem by making a new gasket out of some teflon, but thanks for the reply. The idle dies down to 750 damn quick now, shifting has improved GREATLY.
