Unless you "know a guy", you might not want to touch the exhaust. I think we do have some members from California that could help answer the question about exhaust.
+1 on the gears and tune. I would also pass on the CAI because that's not going to do a whole lot for you except look nice under the hood.

Yeah CA isnt the greatest state when it comes to "smog" but if i get the shortys will it effect the smogging in a bad way? BTW it's a automatic what will the tune and gears do (performance wise) if i dont have much bolt on?

The auto will respond even better to gears and a tune, even with limited bolt ons. Gears essentially manipulate the torque and horsepower curve to into the power band faster...hence quicker acceleration. A tune will allow you adjust the speedo for the gears you choose, firm up your shift points, read codes, adjust timing to allow for the use of premium fuel, and a few other odds and ends.
