you can tell they need to be replaced if they are the stock ones... because the stock ones suck, even brand new

How can I tell if my lower control arms need to be replaced? they look like they're in decent shape what should i look for?

Pretty much, what he said. ^^

Our Elite Series control arms for street cars are only $179 for all four, using the mustangforums discount code. They are tubular chrome-moly arms (strong and light) with Energy Suspension polyurethane bushings. They work really well, and they have a lifetime guarantee!

Jazzer will point out that these arms will not articulate as freely as our Pro Street control arms which have spherical bearings at one end of each arm, (and he's right) but the Elite Series arms are quieter than the other arms, so these might be a better choice if you're just looking to replace worn out parts with something better.
