Look in a mustang mag, try ebay, or even ford dealership. Whats wrong with your 99 cobra bumper? are you looking to sell it? if so for how much? and where r u located?

No, 03/4 says Cobra, and does not have the GT/v6 style. It has a black insert at the bottom. Ie:

You can always pay the big bucks to ford racing, I saw the bumper in a catalog. I think 01 had "cobra" on the bumper but it had smaller letters than 03-04. I know for a fact that the 00 Cobra R had a V6 bumper that read "mustang" haha.
