Do you have reason to believe these 2 issues are related as in they happened as close as you can tell at the same time? The only thing they have in common is that they run through the same fuse panel and are both hot in accy/run, and if that is the case it seems like there would be a lot more that was wrong. (wipers 30A fuse 2, radio 15A fuse 11 accy/run and 10A fuse 8 always hot)

Without getting into the wiper issue, the radio is powered off of 2 separate leads, one which provides continuous power for the clock and other settings and one that provides power while in accy or run for the actual radio part. The latter is the circuit you need to check.

He means you need to check the 2nd circuit he mentioned, the one that provides power to the radio while in accy/run. Not the "latter circuit".

Former and latter are grammatical terms used to reference items that were stated previously

that is what the Haynes said... wouldn't be the first time they have been wrong. But still, the application is still the same, there is a fuse that powers the radio in accy/run. I would look on my car, but it may not be the same as yours as there were plenty of other changes between 01 and 04.
