I also had a code come up on the new PCM a couple days ago that said speed limiter reached

That would be possibly expected behaviour as the auto transmission OSS outputs 6 pulses per revolution, the manual transmission 12 pulses per rev.

However now I am completely confused, when the dealer mated up the new PCM and instrument cluster did they not verify the tune on the new PCM?

There's not anything much else I can do to assist until the PCM is flashed to a known valid stock tune, or the tune currently loaded to the PCM can be downloaded and examined. Any SCT shop should be able to do that.

I don't know what the Ford dealer's thing is about needing a VIN is???

They said they need the VIN to flash the stock settings onto the PCM, I don't understand why, I'm going to call another dealer tomorrow.

I havent had any work done by this guy but he seems to be very knowledgeable. I have heard alot of good things about him. Ive priced custom tuning by him and it was very reasonable, i think he tunes with SCT. Here is the info. He will be doing the work on my 67 Stang soon. Plus Im gonna use him to tune my 03.
