Default 88mm turbo on stock internals

I have a 04 mach 1 5 Sp in the process of getting parts to turbo.
The shop I'm using for the install is wanting to use a 88mm turbo
To give room to expand later with forged internals. My questions are
Wouldnt a 88 be slow spooling at the 8 to 10 psi that's gonna be used?

That is way to big even if the motor was forged in order to get the full use out of that you need to have everything possible done to the motor make it worth your money.
