Go with the 1564, it will look alot better than the other one when you get it finished. The 1555 crankshaft pulley has to reuse the factory pulley/damper combo which basically just bolts to the new pulley and doesnt look very good. Also the 1564 one piece pulley damper will be more durable than the 2 piece in the 1555 kit.

And remember... don't over tighten the crank pulley installation bolt! I did under drives on the crown Vic and couldn't tell the difference. Maybe it would show at the track.

UDPs will produce very noticeable power gain in the lower gears IF you are the sort to accelerate very aggressively--I.e. pedal-to-the-metal in 1st through 3rd--as their primary effect is to reduce the power needed to "spin-up" (accelerate) the power steering pump, water pump, generator, and even the AC drive pulley to a small extent.

In this regard they are akin to lightweight flywheels and aluminum drive shafts, you will never notice those either unless you romp on it.

They will also slightly, very slightly, 0.5 mpg maybe, improve fuel economy at higher speed cruising when using the AC and headlamps, etc.
