Default Ignition switch / lock cylinder

On my 2002 GT, when I bought it as a roller, the steering shaft had been disconnected and had allowed the steering wheel to turn without the wheels being able to turn. When I fixed the steering shaft, I pulled the clock spring out to make sure that the ribbon had not broke when the shaft was removed.

I removed the lock cylinder in the process.

I am having a very strange electrical issue. It doesn't happen all the time. When it does happen, the car will not start. The starter clicks but it is like it is not getting enough power to turn the starter. The fuel pump also does not run. I can hear the CCRM clicking also while the key is in the run position.

Also, with the key in the off position, the interiors lights sometimes stay on as well as a few of the lights on the cluster (Lights are very dim like it is just getting half power). If I keep messing with the lock cylinder (turning it to run and off over and over), all the lights will eventually turn off.

So my question is, when I removed the lock cylinder, is there a chance that something wasn't lined up right? Could the ignition switch be bad? If the lock cylinder is not lined up right, is there a procedure to do so?
