Unhappy 2002 GT computer issue

I am having an issue with my car. I just moved to Spokane,WA and went to get my emissions test done. Unfortunately my car failed stating the the computer is not available. I went to Tire Rama and they plugged in their tester, it didn't have any readings at all. I know that the previous owner did a dyno tune a few years ago. I am not sure if they did a flash of the computer to get rid of the computers diagnostics, but is there a way to reflash the car back to stock. My car runs fine, that I am aware of. It's not like my car is throwing off any codes because it's not running any tests.... Any help would be greatly appreciated.

Check fuse #31 (10 A) in the central junction box. It is a dedicated feed to the data link connector (OBD2 port), if it were blown a scan tool would not receive any power from the port and depending on how it is powered it could report "computer not available".

If the fuse is good then check for +12V between pin 16 and pins 4 and 5 on the OBD2 port.

After that it almost has to be a wiring problem between the port and the PCM, the PCM has to be communicating on the SCP (Standard Corporate Protocol, J-1850, pins 2 and 10) bus or the instrument cluster would be dead...
