Transmission or not

I have a 96 gt auto and for some reason it seems to struggle to Downshift mainly when the ac is on, when I say struggle it like rumbles or something but if I push the gas pretty hard then it shifts fine

what is the mileage on the car? check your fluid level, if OK check the condition of the fluid also. change or flush the tranny fluid and change your tranny filter, should help.
