Default Temp gauge don't work

My temp gauge don't work on my 96 gt. I changed both the sending units and I took out the cluster and tested the gauge and it seems to work. I cant figure out what is causing the problem so I figured I would post it on here before I get the power prob out and start testing the wires.

How do you k ow it doesn't work. Is it stuck or fluctuate to much?

When I start the car it pegs out on the H side. When the car is off the gauge is up around the H. It only seems to move a little. I took the cluster out and put juice to the temp gauge and the needle ran both ways just fine. Its almost like there is a short in it telling the gauge to max out. I replaced both coolant sensors and I have hooked up my obd2 stuff and I can read the temp from there just fine but from my understanding there are 2 sensors under the hood 1 for the gauge and one for the ECU. Its like there is a short or something like that. I was looking around on here and see that I am not the only one that has had this problem. Is there a common place that the temp gauge shorts out on these cars?

Default Similar problem, mine barely moves

I replaced the left sending unit (passenger side) and am planning on swapping out the one I removed with the one on the drivers side since no change in gauge. Since this a cobra the cluster is harder to come by.
I was wondering if I could get the gauge out of another mustang or ford and swap? Any ideas?
