This seems to be a common issue this summer for some reason but (low speed fan not working as it should), from what i've been reading, on at least one, possibly two occasions is that the CCRM (Constant Control Relay Module) is bad. In one specific case, replacing the module fixed the issue.

Fan has been replaced, and it now comes on low or high speed as it should. However, I also wound up replacing the coolant cap because after driving the car for a good while, when it was shut off, it would sometimes blow the coolant out from under the cap. So far so good with new cap.
