help! fuel pump problem!

help! fuel pump problem!
My fuel sender went bad so I bought a whole fuel pump assembly. When I dropped the tank today I came across 2 potential problems I'm not sure how to deal with.
First when pulling the filler out of the tank, the tapered end pulled off and was in the bottom of the tank. Can it be put back on or do I have to buy a new filler neck.
Second, as soon as I unbolted the pump I noticed that basket was attached to the pump. It looks like it was held to the bottom of the tank with 4 spot welds that had broken over the years.
Can I tap it back in place with a mig welder? is the tank mild steel or is it galvanized or something special?
