fan speed problems

fan speed problems
hey on my 00 gt the 3 ***** for the ac/heat everything works but the fan speeds dont all work. no matter on the temp or setting (vent, ac,max, defrost, etc.) the first 2 fan speed dont work but the other 2 do. what could this be? is it an easy fix or will i have to replace it?
