You don't lose any hp by taking off or gutting your cats. The less backpressure your exhaust has the easier it is to push the gases out. Gutting or taking off the cats gives you a few horsepower.
by gutting your cats, you do not remove backpressure. you are making the exhaust path all ****ed up and unsmooth, therefore hurting your flow. by putting on a midpipe with no cats, you remove the cats but still retain a smooth flow. I'm fairly certain this is well known amongst modders. it's a ricer move to get your car louder, nothing more.
It has a minimal effect on power, at least for Civics.

stock vs gutted vs test pipe dyno's have been proven to be within 2-3 horses of each other. B16s tend to lose a tad bit of torque downlow, but since there isn't any torque down there anyway it doesn't matter.

As for what it does to Mustangs - dunno.

gutting the pipes might free the exhaust path of direct obsicals but then like redass said your screwing up and causing tubualnce in the pipe it might end up being a wash or only worth 1 or 2 hp then if you have to get an inspection you will have to buy anothre mid pipe to bolt in any way and wee all know how much more a catted mid pipe is over a o/r i would just buy the mid pipe and then they can be swaped otu.
