whats better a computer chip or a programmer... like what is the general capability of each one ???

Tuner is the way to go for the money. The difference is the chip is preloaded with a specific tune for your car, and can be retuned by a certified dealer or sent back in to be retuned. Dealers usualy tune on a dyno (usualy). A tuner like the xcal2 hooks up to your odb2 port and reconfigures paramaters in your ecu... same thing the chip does, except with out having to pull your ECU off your wiring harness to put it in. With a tuner like the xcal2 you can change paramaters yourself and pretty much any time you want to adjust something. On something like the regular xcal you have to have a laptop to load a new tune into the tuner, then load that tune into the car. You can have the company that made the tuner (diablo, SCT, etc) send you a new tune through e-mail or you can take it to a dyno tuner like you would a chip and have them make you a custom tune and then upload it... it just saves you from pulling your ECU out and from having to send your chip in to the company to get it retuned if your not near a dyno.
