Default fog spots in the instrument cluster panel

I have fog spots in the instrument cluster panel lens where the turn signal lights are and i cant see the arrows. Is their a way to clean the lens without removing the lens or the whole panel?

i didnt disconnect the battery. you have to take off the headlight **** and it took a weair style of bit to take that cluster out and appart. i think its called a torqs/torks bit (not sure on spelling) but use a soft cloth to clean the lence and put it back together in low himmudy otherwise you will get fog in there again. there is a big wiring harness that plugs into that back of the cluster.
