First do a search. This question has been asked a million times. If your looking for the best deal as in the cheapest setup possible look on the for sale section. There are a lot of kits for sale. If it was me, I would buy new, but thats just me.

-3 Kenne Bell +1 Procharger, but seriously this debate will never end. Just get an intercooled Vortech, Paxton, KB, or Procharger kit and youll be happy.

depends what your goals are....
track car - centerfugial like a procharger or vortech- as they make more power in higher RPMs and wont spin as much off the line as a twin screw type blower...also if you do a lot of highway driving, you can stay 'out of boost' easier with these types of blowers that generally start boosting after 3k rpms...
street car - KENNE M$&%ER F^CKIN BELL - nothing beats the kick in the pants from the instant low end tourque of the KB....not great for the strip unless you have a built rearend and reallllly sticky tires...you'll pretty much spin at the line...but sooooooo much fun on the street. Personally, I go to the track once or twice a year if that, so this suits my needs just fine
as long as you keep boost levels around 8-10psi with a safe dyno tune and make no more than 420rwhp, you'll be safe on a stock block
