Should I go to 3:90's or 4:10's with 28" tire?

He dosen't understand that what mpg a car travels at a given rpm, is determined by 3 things. Trans gear ratio, rear gear ratio, and the tire hieght.

With a 1.1 trans ratio, 3.73's and a 26" tire I hit around 6500 rpm right past the traps which is close to 6700 where my rev limiter is at. Now with the extra power I'm worried about hitting it before the traps.
