Tail light wire harness : 2006 Mustang

Tail light wire harness : 2006 Mustang
Does anybody know how to revise the existing tail light wire harness so that :
a) all 3 lamps on the left and right light up when the brake is pressed (instead of two).
b) the rear left 3 light up when left turn signal is activated (and with right...) Note : I am not talking sequencially, just all to light up. A simple jumper doesn't work as both left and right inner lamp light up.
c) why Ford Mo Co chose to include 3 light bulbs, reflectors and wires yet only have two bulbs light up? Just trying to understand their reasoning.
