From what I understand, it is best (although sometimes unnecessary) to replace shocks and struts to ones better matched to the new spring rates. I haven't gotten around to doing this on my car yet; I've had the Sportlines on for about 2 years now but I'm sure that when I do finally replace the shocks and struts I'll wonder why I didn't do it sooner.

You should get new struts when you increase the damping on your spring damper suspension system. If you don't you'll notice a bounce because c^2 =(should)= 4mk where m=mass of car, k= is the spring rate, c is the damper coefficient(for a critically damped system). So if you increase the 4mk side you'll have an under damped system.
