OP to answer your question it really comes down to your final goal for the car. If your goal is only around the 300 HP range then grabbing some ported heads and some cams will give u just that. youll have a 310-315hp street car that sounds awsome, and you'll be capable of runing mid to high 12s at the track.
A ported head/cam combo is going to cost you around $1,800. not too bad if 300hp is your final goal.
Not everybody wants to make a 400-500hp DD car.

Not sure exactly how much help it is to you, but my 96 has nearly full bolt-ons, H/C/I, and put down 300 HP/320 TQ at the wheels on a 93 tune (*disclaimer* I did not perform these mods, I bought the car this way, so I don't know exactly how much was spent on it). Check my sig for full details. I love the power, but I can tell you that I won't be spending any money trying to make more power N/A. If/when I go for more, it will be done using F/I, almost certainly a supercharger, as my ultimate goal is around 400 rwhp in a still 'daily' drivable setup.

If going n/a really is your thing, like mine. make sure you know your **** about it. Thats why im switching to a 4v, guess what the highest n/a numbers for a 4v are? 530rwhp..not bad!!
