Rear mounted turbos are a last resort effort. They are inefficient, long piping that create more lag, and will perform worse. They usually end up costing the same. The reason why people stop at 8 psi or so is because 8 psi will generate over 400 rwhp to the wheels. That's getting close to the limit. I'm going to push 8-9 psi. The internals can only hold so much. Most mainly comes from the tune but that can only go so far.

Yes. Turbos can be babied and you can stay out of boost. Many see an INCREASE in mpg around town. They just have a light foot.

but let me get this right... If I own a centri type blower.... its basically a "turbo" that spools off the crank and not exhaust... right? haha

so isn't that the best of both worlds? Like a hybrid?

Why would you rather spool off the crank then exhaust???
