Thats roughly what i paid from cruizinconcepts. Came with lugs nuts, mounted and balanced. UPS dropped them off and i put them on. It was that easy.

I think he got his with tires. For my rims and tires it cost me 2k.

It might be...but for mustangs they dont really deal with take-off wheels, just replicas. So i dont think you have to worry about that.
