When one car is tuned, the tuner is VIN locked to one car. I have my brothers old Xcal2 when he s/c his 2000GT and I need to send it to SCT to get it unlocked for $150 to tune my car if I wanted. But you CAN pull codes with it on any car with OBDII etc. Just can't load/unload tunes on any car other than the one it was locked to.
Sometimes they refer to it as "marrying" and "un-marrying" handhelds to cars.

The Delta Force Tuning (formerly Sniper) Special Forces Tuning package comes with two "bullets" allowing you to tune two vehicles
