Default Strange noise from wheel

I have 4 tires on my car that are Eagle F1 All seasons (they suck). Three of them have about 20,000 miles on them and are nearly bald. The one on the front left has about 5,000 on it (needed it, because I hit a nail with the other one and ruined the tire)

So at 45-50mph I get this choppy cabin-consuming noise that comes from the front RIGHT wheel well. It's REALLY annoying (it's similar to that resonance sound you get when the windows are open on the highway, it's choppy). Then, from about 50-60 it's like this resonating sound that fills the entire cabin.

IDK what's going on with this side. I haven't swapped around the wheels or anything but I'm gonna try that when I get home. Any ideas?

I was wondering if you guys think it is a tire out of balance, or an alignment issue. Or.... something else, I figured this might have already happened to someone.

if you thought someone already had dealt with it, why make a new thread instead of searching first?
